I have read with great interest Y.E. 's despatch No.
601 of Ap. 22 on the question of the recent company legis-
xo. 91, lation, and the bearing on Hongkong Companies of Arts. Jand4 4/20
of the China (Companies) Amendment Order in Council of 1919.
On Ap. 23 H.M. Consul-General at Shanghai addressed a
344, despatch to me enclosing copies of correspondence which
had passed between him and the Registrar of Companies at
Hongkong. I have the honour to enclose a copy of Sir Everard
Fraser's despatch for Y.E. 's information.
On receipt of that despatch I telegraphed to H.M,
Principal $. of s. for F.A. on May 4 suggesting that the
anomalous position in regard to Companies on the Hongkong
Register should be brought to the notice of the 0.0. with a
view to unifying procedure in regard to companies on the
Hongkong and Shanghai registere.
On May 31 I addressed to H.M. Principal 8. of s. for
F.A. a despatch, comunicating opinions from H.M. Judges at
Shanghai and from the Crown Advocate and the Commercial
Counsellor to the Legation, of which also I h.h. to enclose
a copy.
The enclosed papers will place in Y.E. 'a hands all
the inforation which is at present available at Peking on this
question, and I shall be glad to co-operate in any way which
may be found possible with a view to safeguarding the legit-
imate interests of British companies,. In the meanwhile the
legal experts of the C.O. and the F.o. will no doubt giva
consideration to the question of procedure,
